Please provide data (list, or meeting minutes, whichever is easier) which sets out the names and EFCs (estimated final costs) of all capital projects which:
- had EFC exceeding £2m; AND
- were authorised or formally proposed to authorising meetings / committees, across all TfL modes, during the calendar years 2003 to 2009 inclusive.
[I am thinking particularly of TfL's one-time "Project Review Group", and its predecessors / successors, along with any 'local' equivalents within LU, Surface, etc.]

Thank you for your request received by Transport for London (TfL) on 9 November 2017 asking for information about capital projects.
Your request has been considered under the requirements of the Freedom of Information Act 2000 and our information access policy.
Unfortunately we are unable to answer your request, as we believe that locating the information would exceed the ‘appropriate limit’ of £450 set by the Freedom of Information (Appropriate Limit and Fees) Regulations 2004. This is because, to answer your request, we would need to identify and review every project in order to know whether it would be covered by your request.
Under section 12 of the FOI Act, we are not obliged to comply with requests if we estimate that the cost of determining whether we hold the information, locating and retrieving it and extracting it from other information would exceed the appropriate limit. In this instance, we estimate that the time required to answer your request would exceed 18 hours which, at £25 per hour (the rate stipulated by the Regulations), exceeds the ‘appropriate limit’.
Furthermore, our retention period for this type of information is 7 years, which means that most relevant information from the period you are interested in, 2003 – 2009 should have been destroyed.
