Hi TFL FOI,
Could you please provide: a list of all TFL registered Private Hire Vehicle (PHV) licensed vehicles as at 30th November 2021 (or any date after 30th November), with the list(s) containing the following vehicle particulars in columns;
(1) PHV registration plate, make, model, year
(2) The list of all PHV vehicles that has a “cleaner vehicle discount” applied for congestion charge (ie. is exempt from paying congestion)
(3) Also, if its recorded in TFL system- can you advise the insurance provider on each vehicle in (1) above at the time of license grant (or renewal of license). This is required to provided upon initial registration and then renewal of a PHV license

Thank you for your request received by Transport for London (TfL) on 10 December 2021 asking for information about PHV Details.
Your request has been considered under the requirements of the Freedom of Information Act 2000 and our information access policy. I can confirm that we do hold the information you require. You asked:

I can confirm that we do hold the information you require. However, to provide the information you have requested would exceed the ‘appropriate limit’ of £450 set by the Freedom of Information (Appropriate Limit and Fees) Regulations 2004.
Under section 12 of the FOI Act, we are not obliged to comply with requests if we estimate that the cost of determining whether we hold the information, locating and retrieving it and extracting it from other information would exceed the appropriate limit. In this instance, we estimate that the time required to answer your request would exceed 18 hours which, at £25 per hour (the rate stipulated by the Regulations), exceeds the ‘appropriate limit’.
The cost limit is exceed due to the information requested in Q3. We do hold the insurance provider information you require, but it is held as individual documents and to collate it we’d need to individually check each of the 78,748 vehicle licenses, which would take an excessive amount of time.
