Thank you for your request received by Transport for London (TfL) on 6 September 2021 asking for: a list of all registered keepers (owner) of Private Hire Vehicle (PHV) licensed vehicles as at 31st August 2021, with the list containing the following vehicle particulars in columns; registered keeper/owner, make, model, year and if the vehicle has a “cleaner vehicle discount” applied.

Your request has been considered under the requirements of the Freedom of Information Act 2000 and our information access policy. I can confirm that we do hold the information you require.

Please find attached a spreadsheet showing the Private Hire Vehicle (PHV) fleet, correct as of 12 July 2021 (the latest one we hold). Please also find a second spreadsheet showing a list of VRMs for PHVs that are subject to the Cleaner Vehicle Discount for the Congestion Charge, correct as of 10 September 2021.

We are not obliged to provide you with the registered keepers (owner) information in accordance with TfL’s obligations under Data Protection legislation and as  required by section 40(2) of the FOI Act. This is because disclosure of this personal data would be a breach of the legislation, specifically the first principle which requires all processing of personal data to be fair and lawful. It would not be fair to disclose this personal information when the individuals have no expectation it would be disclosed and TfL has not satisfied one of the conditions which would make the processing ‘fair’.
