Thank you for your request received on 1 October 2024 asking for information about the Elephant & Castle upgrade.
Your request has been considered in accordance with the requirements of the Freedom of Information (FOI) Act and our information access policy. I can confirm that we do hold the information you require. You asked:
• How much has been spent to date on the Elephant & Castle station upgrade
• How much each involved party has contributed to the costs to date
• The current estimated final cost for the whole project
• Please can you divide this estimated final cost into individual sections: station box, passenger tunnels, fit out
Funding for the Stage 1 works has been secured from the GLA, the London Borough of Southwark, and local developers. More information can be found on our website:

A future phase of the project related to the station fit out will be delivered subject to additional funding being secured. We have, however recently confirmed a contract with Dragados of £25.75m for the delivery of tunnelling works. As of June 2024, the current estimated final cost of the programme is c.£185m.
In accordance with the FOI Act, we are not obliged to supply the remaining information you have requested as it is subject to a statutory exemption to the right of access to information under section 43(2).
In this instance the exemption has been applied as disclosure of the information you have requested would be likely to prejudice our commercial interests. Not all of the contracts for the remaining works have been let. Any disclosure regarding money spent and available budgets for the different elements could prejudice these negotiations. Relevant contract values and expenditure will be published and reported at the appropriate time in line with our transparency commitments.
The use of this exception is subject to an assessment of the public interest in relation to the disclosure of the information concerned. We recognise the need for openness and transparency by public authorities, particularly where the expenditure of public money is concerned, but in this instance the public interest in ensuring that we are able to obtain the best value for public money from our commercial arrangements outweighs the general public interest in increasing transparency of our processes.
