ULEZ Compliance and Traffic Data

Hi, I am currently working on a dissertation studying the impact of the ULEZ on traffic flows and compliance. Could I kindly request the following information/datasets between Sep 2018 - Oct 2019 in csv format? 1. Hourly vehicle volumes in the ULEZ, specifically the number of compliant and non-compliant vehicles operating in the ULEZ each hour 2. Traffic count data from counting stations located either inside the ULEZ or within 1 kilometre from the ULEZ boundary 3. The breakdown of both compliant and non-compliant vehicles operating in the ULEZ (hourly) according to vehicle types, i.e. private-car, taxi, lorry, bus, HGV etc 4. The breakdown of non-compliant vehicles operating in the ULEZ (hourly) according to those who paid the ULEZ charge, those who were in contravention of the scheme (penalty charge), and those who were under exemption/discount Thank you very much for your assistance!

Thank you for your request received by Transport for London (TfL) on 7 October 2019 asking for information about traffic data.

Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy.  I can confirm that we hold some of the information you require. Your questions and our replies are as follows:

1. Hourly vehicle volumes in the ULEZ, specifically the number of compliant and non-compliant vehicles operating in the ULEZ each hour

As the ULEZ scheme was new, between 8 April and 10 May we issued warning notices rather than Penalty Charge Notices (PCNs).

We do not record data by the hour and so we have provided the data on a daily basis from 11 May 2019. In the first three columns of the attached report, we have provided the total number of unique vehicle captures per day, of which how many vehicles were compliant and non compliant.

2. Traffic count data from counting stations located either inside the ULEZ or within 1 kilometre from the ULEZ boundary

We do not hold data specifically for the ULEZ , although we do have counters which are located within the ULEZ area, as well as sites near to the boundary of the ULEZ.

The GLA have just published a report with lots of data on vehicle numbers and emissions in the ULEZ, showing the changes that have occurred in the first 6 months since the scheme’s introduction with some of the comparative data being from February 2017.  The report is published here https://www.london.gov.uk/WHAT-WE-DO/environment/environment-publications/central-london-ulez-six-month-report

3. The breakdown of both compliant and non-compliant vehicles operating in the ULEZ (hourly) according to vehicle types, i.e. private-car, taxi, lorry, bus, HGV etc

We do not hold this level of breakdown of the data.

4. The breakdown of non-compliant vehicles operating in the ULEZ (hourly) according to those who paid the ULEZ charge, those who were in contravention of the scheme (penalty charge), and those who were under exemption/discount

We do not record data by the hour and so we have provided the data on a daily basis. In the latter three columns of the attached report, we have provided the total number of valid charges each day, the total number of Penalty Charge Notices (PCNs) raised and the number of vehicles which were 100% discounted from the ULEZ charge.
