Statistics re number of cars that meet ULEZ extension

Request ID: FOI-2024-2021
Date published: 14 January 2021

You asked

On your website, https://tfl.gov.uk/modes/driving/ultra-low-emission-zone/ulez-expansion you state Four out of five cars already meet the ULEZ emissions standards, but we need owners of older polluting cars, motorcycles, lighter vans and minibuses to take action. As this is referring to the extension zone ... please provide the information to prove that 4 out 5 cars registered in the ULEZ extension zone already meet the new requirements I suspect that you are including cars already registered within the existing ULEZ zone. Thus the number of car in the extension zone that meet requirements are much lower and you claim is false and misleading.

We answered

TfL Ref: FOI-2024-2021

Thank you for your request received by Transport for London (TfL) on 7th January 2021 asking for information about the ULEZ extension.

Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy.

Specifically you asked:

On your website, https://tfl.gov.uk/modes/driving/ultra-low-emission-zone/ulez-expansion you state

Four out of five cars already meet the ULEZ emissions standards, but we need owners of older polluting cars, motorcycles, lighter vans and minibuses to take action.

As this is referring to the extension zone ... please provide the information to prove that 4 out 5 cars registered in the ULEZ extension zone already meet the new requirements

I suspect that you are including cars already registered within the existing ULEZ zone. Thus the number of car in the extension zone that meet requirements are much lower and you claim is false and misleading.

The ‘four out of five’ figure represents the proportion of vehicles that meet the ULEZ required emissions standards that are detected by our Automatic Number Plate Recognition Cameras (ANPR) driving in the expanded ULEZ on an average day - based on an estimated 540,000 cars seen in the expanded ULEZ on an average day. The four out of five figure does not relate to the number of ULEZ compliant vehicles registered to addresses in the expanded ULEZ.
