My name is xxxxxxxxxx and I reside at xxxxxxxxxx. I have received today a PCN (xxxxxxxxxx) - contravention 33E on Camrose Avenue, which made me realize I was put in a difficult situation because of the improper road signaling of a bus lane at the junction of Alexandra Avenue and Northolt Road.
Therefore, I would like to have the following information:
- how many PCN have been given for contraventions at this site? (per year since the camera was installed)
- how many of these PCN have been given to non-Harrow residents? (people not living in the Harrow Council area)
- how many PCN have been challenged by drivers? how many have been won?
- how many PCN have been paid at value £65, £130 or £195?
I would also like to know:
- is there a plan to improve this road signaling?
- when the current layout was approved, how many times it was changed (updated) and when it was implemented in the current form? What were the reasons for making those changes?
- what was the strategy when the latest layout was approved? (prevention or enforcement)
- from the information (based on the data you have available), the current position and sign used for signaling is optimal for drivers to understand and adhere to the road layout during all type of driving conditions?
- how long is the bus lane? (in meters)
- what is the speed limit before and after the junction?
- who is the beneficiary of the money raised from PCN and how they are used to improve the current situation?

Thank you for your request received by Transport for London (TfL) on 5th January 2021 asking for information about a Penalty Charge Notice you recently received.
Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy.
Specifically you asked:

TfL does not hold the requested information. I am informed by our Road User Charging team that the Penalty Charge Notice in question was issued by the local council rather than TfL, and the roads in question do not form part of the TfL “red route” road network (see here for more information and maps: https://tfl.gov.uk/modes/driving/red-routes). Questions about the PCN and the layout of these roads should therefore be address to the local council who manage these routes.
