You asked

I require a copy of all traffic orders allowing or enabling closure of: - the clockwise section of footway (shared with cycles) between Sandycombe Road and North Road near to the TFL roadworks at Manor Circus in Richmond - the closure of the two bus stops (110 on Gainsborough Road; 190,R68 etc on A316 / Sandycombe Road I also require a copy of the equality impact asssessment for the works as a whole.

Thank you for your request which we received on 6 September 2023, asking for information about roadworks at Manor Circus roundabout.

Your request has been considered in accordance with the requirements of the Environmental Information Regulations (EIRs) and our information access policy.  I can confirm that we hold the information you require. You specifically asked:

I require a copy of all traffic orders allowing or enabling closure of:
- the clockwise section of footway (shared with cycles) between Sandycombe Road and North Road near to the TFL roadworks at Manor Circus in Richmond
- the closure of the two bus stops (110 on Gainsborough Road; 190,R68 etc on A316 / Sandycombe Road

Please find attached the Temporary Traffic Regulation Order application as well as the S14(1) orders.

Bus closures do not require a traffic order. For information about temporary bus changes as a result of the works, please visit the TfL website here.

I also require a copy of the equality impact assessment for the works as a whole.

We undertake accessibility audits (physical on-site assessments) of the traffic management installed on site, such as safety fences, pedestrian crossings, tactile paving and temporary pedestrian and cycle diversions, to identify issues, and recommend and make changes where appropriate to improve accessibility. The permanent equality impact assessment (EQIA) for the project, which refers to the accessibility audits, is attached.

Please note that in accordance with TfL’s obligations under the Data Protection legislation some personal data has been removed from the attached documents, as required by Regulation 13 of the Environmental Information Regulations. This is because disclosure of this personal data would be a breach of the legislation, specifically the first principle of the legislation, which requires all processing of personal data to be fair and lawful. It would not be fair to disclose this personal information when the individuals have no expectation it would be disclosed and TfL has not satisfied one of the conditions of Schedule 2 which would make the processing ‘fair’.
