Please provide a full list of all data held about the cars which have been certified to have been scrapped and provided with remuneration under the ULEZ cars and motorcycles scheme to date. If possible, can you provide the brand, model, year, registration number, any notes on the condition of the car when it was scrapped.

Thank you for your request received on 6 September 2023 asking for information about the Ultra Low Emission Zone (ULEZ) scrappage scheme.
 
Your request has been considered in accordance with the requirements of the Environmental Information Regulations (EIR) and our information access policy. I can confirm that we hold some of the information you require. You asked:
 
 .          Please provide a full list of all data held about the cars which have been certified to have been scrapped and provided with remuneration under the ULEZ cars and motorcycles scheme to date.
 .          If possible, can you provide the brand, model, year, registration number, any notes on the condition of the car when it was scrapped.
 
The attached spreadsheet provides a list of the vehicle brands and models that have been scrapped under the car and motorcycle scrappage scheme between 30 January 2023 – 13 September 2023. Please note that this includes motorcycles as well as cars. We do not hold information on the year of registration or any notes on the condition of the car at the point of scrappage. However, to successfully apply to the scrappage scheme, the vehicle needs to  have an up to date MOT.
 
In accordance with our obligations under Data Protection legislation, as required by regulation 13 of the EIR, we are withholding the registration numbers of the vehicles that have applied to the scrappage scheme. This is because disclosure of this personal data would be a breach of the legislation, specifically the first principle of Article 5 of the UK General Data Protection Regulation which requires all processing of personal data to be fair and lawful. It would not be fair to disclose this personal information when the individuals have no expectation it would be disclosed and TfL has not satisfied one of the conditions which would make the processing ‘fair’.
 
This exemption to the right of access to information is an absolute exemption and not subject to an assessment of whether the public interest favours use of the exemption.
 
Information on the uptake of the scrappage scheme, including the number of applications that have been approved to date, is published regularly in the ‘Scrappage scheme factsheets’ available on our website under the “Finance, operations & performance” heading:
