I would like information about used purpose built TX4 taxis. I would like to know whether or not a TX4 taxi can be issued with a London licence plate, if the vehicle in question has previously been licensed by a licensing authority other than TfL. I am unable to find relevant information in either TfL's 'Conditions of Fitness' document (Issue V.9) or in TfL's 'Guidance Notes on Taxi Licensing'.

As stated on page 13 of our Taxi and Private Hire Vehicle Licence Inspection manual: “commencing 1 January 2018 taxi vehicles presented for licensing for the first time in London must be zero emission capable (ZEC).”
It is irrelevant whether a taxi vehicle has previously been licensed by another licensing authority. Taxis less than 15 years old which have not previously been licensed by Transport for London must meet our emission requirements.
