I request the number of traffic incidents including casualties recorded on Devons Road/St Pauls Way Tower Hamlets from June 2017 to June 2018. I am also looking for confirmation if the information provided is sufficient to meet the KSI threshold for consideration of traffic calming/management implementation. Devons Road and St Pauls are race tracks at during the evening and night-time with vehicles driving at excessive speed, sometimes two abreast on the single carriage way.

Thank you for your  request received by Transport for London (TfL) on 28 September 2018.

Your request has been processed in accordance with the requirements of the Freedom of Information Act and our information access policy. I can confirm we do hold the information you requested. You asked:

I request the number of traffic incidents including casualties recorded on Devons Road/St Pauls Way Tower Hamlets from June 2017 to June 2018. I am also looking for confirmation if the information provided is sufficient to meet the KSI threshold for consideration of traffic calming/management implementation. Devons Road and St Pauls are race tracks during the evening and night-time with vehicles driving at excessive speed, sometimes two abreast on the single carriage way.

We have recently finalised and published the collision data for 2017 – raw data extracts and the end of year factsheet are available on our website at https://tfl.gov.uk/corporate/publications-and-reports/road-safety . The London Collison Map now has data to 31 December 2017 at https://tfl.gov.uk/corporate/safety-and-security/road-safety/london-collision-map

In accordance with s21 of the FOI Act, we are not obliged to supply the requested information if it is already accessible to you elsewhere.

Regarding the data you seek for January to June 2018, this collision data is still in the process of being collated and verified. This information will then be published in the coming months.  It is also our intention to publish quarterly provisional top level figures going forward in line with the Department for Transport’s publishing schedule for the national dataset. Therefore TfL is not obliged to supply you with the information you have requested as it is subject to a statutory exemption to the right of access to information, namely section 22. In this instance the exemption has been applied as the information you have requested is intended for future publication.

This exemption is subject to a public interest test, which requires us to assess whether the public interest in applying the exemption outweighs the public interest in disclosure. In this instance, it is considered that the public interest favours the publication of this information, in context and according to the pre-determined schedule, rather than in response to your request, to ensure the information is provided accurately and in an accessible manner

Please note that we are aware that there have been no personal injury collisions recorded at the junction of St Pauls Way with Devons Road in the six month period 01 June 2017 to 31 December 2017.  We are unable to comment as to whether there have been any personal injury collisions recorded at this junction in the first six months of 2018 as this is a borough road junction in Tower Hamlets and this information would be recorded by the Borough Council.
