Dear Transport for London, Please can you offer me this data under the FOI; Please respond to Q 1 to 4 for the year April 2019 to March 2020 and for April 2020 to September 2020 - This information is for the Greater London 1) What is the officer and or automotive cost for capturing CCTV images and the costs to produce an electronic letter and any process associated with issuing/retaining/deleting of parking contraventions for red route roads and restricted parking bays. 2) What is the officer and or automotive cost in responding to all challenges for PCNs on red routes and restricted bays for all PCNs issued in the time period. 3) What is the officer and or automotive cost for responding to PCN on red routes or restricted parking bays who are registered disabled badge holder who also have an account with TFL where the cost has been disqualified. 4) What is the officer and or automotive cost for responding to PCN on red routes or restricted parking bays who are registered disabled badge holder who also have an account with TFL where the fine has been upheld. 4) what is the officer and or automotive cost for responding to PCN on red routes or restricted parking bays Blue badge holders without TFL accounts where the cost has been disqualified. 5) what is the officer and or automotive cost for responding to PCN on red routes or restricted parking bays without a TFL account where the fine has been upheld.

Thank you for your request received by Transport for London (TfL) on 20 November 2020 asking for information about Penalty Charge Notices (PCNs).

Your request has been considered under the requirements of the Freedom of Information Act 2000 and our information access policy. I can confirm that we do hold some of the information you require.

PCNs for parking contraventions on our red route network are identified by a team of Compliance Officers employed directly by TfL. As such, there is no specific cost to TfL when a Compliance Officer issues a PCN because it is a normal part of their duties.

PCNs are processed by our service provider, Capita, under the terms of the Enforcement Operations Agreement which is available on our website at: https://tfl.gov.uk/corporate/publications-and-reports/london-road-user-charging-agreement. As described in the link however, some parts of the published contract, including those relating to PCN processing costs, have been redacted for reasons of commercial confidentiality.

We are also unclear what you mean in the questions which refer to ‘having an account with TfL’ because there is no account associated with red route parking enforcement.
