What is the progress on the Mile End Road and West Ferry section of C37? 2. What is blocking the construction from starting since the end of 2021? 3. Is the section north of Mile End Road funded? 4. Will the construction make changes to phrase 1 near Mile End Road?

Thank you for your request received by Transport for London (TfL) on 10 August 2023 asking for information about Cycleway 37.

Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy.  I can confirm that we hold the information you require. Your questions and our replies are as follows:

From the information of a previous FOI (0404-2223), (https://tfl.gov.uk/corporate/transparency/freedom-of-information/foi-request-detail?referenceId=FOI-0404-2223) sections of Cycleway 37 was funded. I would like to request for the following information:
 
  1. What is the progress on the Mile End Road and West Ferry section of C37? 
    The C37 project between Mile End and Westferry is divided into multiple work packages, and these are at different stages of the project lifecycle. Mile End junction is in Construction stage, as is Work Package 1 on Burdett Road – although construction has not yet commenced for the reasons outlined below. Work packages 2-5 for the remaining section of Burdett Road south to Westferry are in Concept Design stage.
 
  1. What is blocking the construction from starting since the end of 2021? 
The planned construction stage has been unable to start for two reasons. The first is due to delays in securing the necessary consents from London Borough of Tower Hamlets; consent for TfL to construct under Section 8 of the Highways Act 1980 remains outstanding from LB Tower Hamlets. The second is due to a requirement to coordinate works on the highway with planned Thames Water upgrade works on Mile End Road and Burdett Road.
 
  1. Is the section north of Mile End Road funded?
The section north of Mile End on Grove Road is not funded.
 
  1. Will the construction make changes to phrase 1 near Mile End Road?
The planned works would upgrade the current infrastructure on Burdett Road near Mile End Road with the permanent proposals that were consulted on in 2019. The current layout was delivered in temporary materials during the Covid pandemic.
