Thank you for your request received by Transport for London (TfL) on 26 August 2018 asking for information about Capita.

Your request has been considered under the requirements of the Freedom of Information Act 2000 and our information access policy. I can confirm that we do hold the information you require.

How much money is paid to capita for running the congestion charge?

How much money is the capita board paid?

How much money is paid back to TFL?

A copy of TfL’s contract with Capita is published on our website here: https://tfl.gov.uk/corporate/publications-and-reports/london-road-user-charging-agreement. As explained on our website, some of the information has been redacted for reasons of data protection or commercial confidentiality.

How do TFL spend money from the congestion charge?

All net revenue generated by the Congestion Charge since it was implemented in 2003 has been reinvested straight into ongoing investment in the Capital’s transport infrastructure. Application of the revenue which TfL forecasts will be generated in each upcoming year is incorporated into the overall TfL Business Plan. The proposed application of revenue in each of the last five years is shown in the attached table.

What was the total revenue from the congestion charge, and how muh was raised from PCN's and fines?

Information about income and expenditure is published in our Annual Report and Statement of Accounts which is available on our website at: https://tfl.gov.uk/corporate/publications-and-reports/annual-report. Payments received for the daily Congestion Charge are recorded as ‘charge income’. Payments received for PCNs issued for non-payment of the daily charge are recorded as ‘enforcement income’. The value of charge and enforcement income received in each of the last five years is shown in the table below.
