Thank you for your request received by Transport for London (TfL) on 1st October 2021 asking for information about parking contraventions on Tolworth Rise South.

Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy. 

I can confirm that we hold some of the information you require. Your questions are answered in turn below:

Question 1. Please provide the number of alleged parking contraventions by type of parking contravention at contravention location O/S 15-34 TOLWORTH RISE SOUTH KT5, by calendar month covering period 01 October 2018 through 01 October 2021.

Question 2. Please provide the legal text, bylaw or other legal basis upon which the red route parking restrictions in force have been established which result in a penalty charge notice being issuable at the specified contravention location.

The controls in place at individual locations on the network are detailed in Traffic Management Orders made under the Road Traffic Regulation Act 1984. It is a contravention of these controls that may give rise to the issuing of a Penalty Charge Notice (PCN).

This location has always been part of the TLRN and the bay is operational between 7am-4pm, no stopping allowed between 4pm-7pm. That fits with the general rule of evening peak hours, i.e. traffic leaving London.

TfL does not hold any such information. The legal basis for the enforcement in place at this location is set out above. The GLA Roads Designation Order 2000 was signed in April 2000, prior to TfL being formed in July 2000.
