You asked

Could you please supply me with how many disabled people you have given the grace period too who DO NOT meet your required benefits listed but have been given it due to their disabilities where you have taken it upon yourself to waver the required benefits due to chronic pain etc. Also if you have because you felt it was needed due to their disability rather than your listed benefits did you also squash any outstanding PCN’s they had accrued.

Thank you for your request received by Transport for London (TfL) on 27th July 2023 asking for information about the ULEZ scheme.

Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy. 

Specifically you asked:

Could you please supply me with how many disabled people you have given the grace period too who DO NOT meet your required benefits listed but have been given it due to their disabilities where you have taken it upon yourself to waver the required benefits due to chronic pain etc. Also if you have because you felt it was needed due to their disability rather than your listed benefits did you also squash any outstanding PCN’s they had accrued.”

The answer to this is none. TfL does not exercise any discretion on grace periods. If a driver does not meet the criteria they will not get the grace period.

On 4th August 2023 you sent a further email asking the following:

Thank you I was going to also ask or you may tell me I need to go through the process again but no one has given me a straight answer so what I would like to ask is.

Why you need the complete V5 document when the front tells you who is the registered keeper. As I have a letter dated 31st May only asking for confirmation I am the registered keeper which I supplied. What is the legality of you having this.

Also how many have received the Grace period without supplying it or blue badge or proof of age or proof of benefits 

Also concerned with how you store my personal data as I keep being asked to supply the same docs.”

The criteria for all the ULEZ grace periods are set out on our website at https://tfl.gov.uk/modes/driving/ultra-low-emission-zone/discounts-and-exemptions

All the requirements, and requested evidence, must be met in order for the grace periods to be granted. We have not approved any applications where the evidence has not been provided.

In terms of asking for a copy of the V5C - this is a standard request for all of our ULEZ registrations. It is primarily requested so we can verify the validity of the application.
