Furthermore, what was the reason a speeding camera was set up on this particular spot, Who holds and where can I access the information and documentation required to make this camera legal and lawful? Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy.  I can confirm that we hold some of the information you require. You asked:

We can advise that no planning application is required to be made for the installation of a speed camera. However, copies of inspection records would need to be requested from the Metropolitan Police Enforcement team. They can be contacted via the aforementioned link to their website.

When and how did become legal to enforce the 20mph limit on this road,

The 20mph speed limit came into force on this section of the A503 on 1 April 2023. Engagement with local residents and businesses was undertaken, commencing 14 November 2022. This consisted of a direct letter drop to residents along the route and was supplemented by a webpage where further information could be found on the proposals including the background to the lowering speed limits programme, Frequently Asked Questions and maps of the proposals; plus radio advertising, digital advertising and London-wide press releases in November 2022 and March 2023 to coincide with both the engagement and when the speed limit came into force respectively. 

Changes to the Traffic Order were published in the local press  - the Hackney Gazette on 29 November 2022, as well as the London Gazette on 1 December 2022.  The objection period ran from 1 December 2022 until 22 December 2022.  Additionally, initial consultation of the Traffic Order with stakeholders took place from 5-19 August 2022, and they were informed of the objection period on 29 November 2022. A copy of the press advert and final Traffic Order are provided in the attached zip file.  Page 30 of the Order refers to the junction in question.

There is no legal requirement for a judge to grant authority for a speed camera to be installed.

TfL announced its decision to lower the speed limit in central London and on a further 140km of its roads as part of the Vision Zero Action Plan, published jointly with the Metropolitan Police Service in July 2018. This included London-wide press coverage, including the 20mph proposals, which was restated in the publication of TfL’s Vision Zero Action Plan Progress Report in November 2021.

This camera model was type approved by the Home Office in November 2004, and is subject to annual calibration.

The site installation date took place on 10 December 2015, whilst the site commissioning date was 11 December 2015.

As previously mentioned, no planning application is required to be made for installation of a speed camera.

Transport for London holds details of reported faults raised and actions taken to resolve, in reference to this camera since its installation as well as dates of inspections carried out. Inspection records would need to be requested from the Metropolitan Police Enforcement team.

The speed reduction was implemented and the safety camera speed limit threshold was set in line with the National Police Chiefs Council Guidelines on 1 April 2023.

Where can I see the intervals of the shutter speed certificates?

TfL does not hold this information as technical information about the safety camera is held by our supplier.
