I am an ___ student from one of the _____ and am very interested to do research on the delays in the London Underground by measuring and predicting the probabilities of delays (if any) for my academic project for now but upon the successful completion of the project with the expected outcome, I may wish to extend this further to build an application/model that may help recognise the expected delay before it occurs. To study and predict the delay explicitly, I require some historical detailed information for each journey that has been recorded in the last 12 months, 6 months, 3 months or 1 month, (Whichever the information is feasibly available at the earliest). I tried to explore the publication and reports already available open but I could not find the information that I am looking for. I could find that someone had made a similar request in 2017 but the response provided on that request did not provide what I am searching for. Due to the nature of the project, I require detailed information about each journey from station to station. Therefore the data that I am looking for shall include all the possible information related to each journey which may be directly linked to the delays. The details that I want for each journey may include the following; - Date - Line Name - Tube Unique number - Station From - Station To - Expected Departure - Actual Departure - Expected Arrival - Actual Arrival - Distance between Departing Station and Arrival Station - Estimated number of Passengers on Tube for that Journey - Tube's maintenance level - No. of Staff on the Tube for Journey - Security Threats during Journey (if any) (Just yes/no would help) - Any injuries/death reported during Journey (if any) - Network breakage during the journey (if any) I think according to the freedom of Act, I can request this information as it does not include any personal and sensitive information. Thank you for your emails received by us on 29 June and following clarification, 8 July 2022, asking for information about delays and journeys made on the London Underground network to assist with your project.

Your request has been considered in accordance with the requirements of the Freedom of Information (FOI) Act and our information access policy. You asked for:

some historical detailed information for each journey that has been recorded in the last 12 months, 6 months, 3 months or 1 month, (Whichever the information is feasibly available at the earliest).

I tried to explore the publication and reports already available open but I could not find the information that I am looking for. I could find that someone had made a similar request in 2017 but the response provided on that request did not provide what I am searching for. Due to the nature of the project, I require detailed information about each journey from station to station.

all the possible information related to each journey which may be directly linked to the delays. The details that I want for each journey may include the following;

- Date

- Line Name

- Tube Unique number

-  Station From

-  Station To

- Expected Departure

- Actual Departure

- Expected Arrival

- Actual Arrival

- Distance between Departing Station and Arrival Station

- Estimated number of Passengers on Tube for that Journey

- Tube's maintenance level: Because I am working on the delays, tube’s engine/machinery maintenance is directly connected to the journey’s time. I read somewhere that last year there were around 5,000 delays due to the fault in tubes, which cause these number of delays, therefore, any information regarding the tube’s ability to be on the track that you have can be helpful for me to detect delays on the journey. The precise information that I am looking for is that I want to know for example, if a tube made journey from Oxford circus to warren street had a delay due to the fault occurred in tube. In case if you have not such information available, you can simply provide the me list of delays that occurred due the fault in tube for the same period as for the period that I would receive my other information of departures and everything that I requested in my earlier email.

Network breakage (if any): According to my research, tube communicates with each other those use the same track/path and in case of fault in signalling system cause tubes to move at slower speed which is also vital information to me. You can provide me this information for each journey, if signalling system was at fault or good. In case not, just provide the list of signalling fault were during the period of my requested data.

We publish London Underground performance data that includes for example, measures for journey time, reliability, network disruptions and how far trains have travelled for each Tube line. In reference to passenger numbers, London Underground entry and exit passenger data, as well as annual station usage are published in spreadsheet formats on the following respective webpages:

However to provide the granular detail you have requested would considerably exceed the ‘appropriate limit’ of £450 set by the Freedom of Information (Appropriate Limit and Fees) Regulations 2004.

Under section 12 of the FOI Act, we are not obliged to comply with a request if we estimate that the cost of determining whether we hold the information, locating and retrieving it and extracting it from other information would exceed the appropriate limit. This is calculated at £25 per hour for every hour spent on the activities described.

Therefore in these circumstances we would encourage you to review and collate the variety of information published in the aforementioned reports and statistical research analysis as a starting point for your project.

To help bring the cost of responding to your request within the £450 limit, you may wish to consider narrowing its scope so that we can more easily locate, retrieve and extract the information you are seeking. If you want to refine your request or make a Freedom of Information Act request in future, please bear in mind that the Freedom of Information Act allows you to request recorded information held by us. You should identify the information that you want as clearly and concisely as you can, specifying the types of document that you are looking for. You might also consider limiting your request to a particular period of time, geographical area or specific departments of the organisation.

Although your request can take the form of a question, rather than a request for specific documents, we do not have to answer your question if it would require the creation of new information or the provision of a judgement, explanation, advice or opinion that was not already recorded at the time of your request.
