I can confirm TfL does hold the information you require. The information you asked for is available on the TfL website here as part of our publication scheme.
Driver information is published annually (and weekly) which will give you pre-pandemic and during pandemic information.
The postcode list on the same page will allow you to determine the number of drivers in a given borough. This is published annually and is due for an update in due course.
In accordance with section 21 of the FOI Act, we are not obliged to supply you with a copy of the requested information as it is already accessible on our website.
