Request ID: FOI-0537-2021
Date published: 29 July 2020

You asked

Dear FOI officers, Can I be provided with an Excel spreadsheet list of safety camera speeding notices issued in relation to the camera on A104 High Road Woodford Green near Mews Place IG8. It will be appreciated if the list shows the date of issue, and if possible the time stamp as well from when the safety camera was installed.

We answered

TfL Refs: FOI-0537-2021 and FOI-0538-2021

Thank you for your requests received by Transport for London (TfL) on 2nd July 2020 asking for information about the A104.

Your requests have been considered in accordance with the requirements of the Freedom of Information Act  and our information access policy.

Under case ref 0537-2021 you asked:

Can I be provided with an Excel spreadsheet list of safety camera speeding notices issued in relation to the camera on A104 High Road Woodford Green near Mews Place IG8.

It is not entirely clear what is meant by “safety camera” speeding notices. However, as the request appears to relate to speeding cameras and penalties issued for speeding, please note that TfL does not hold this information. Penalties for speeding are issued by the police, not TfL. Should you wish to redirect your request to the Metropolitan Police their contact details for FOI requests can be found here:

https://www.met.police.uk/foi-ai/af/accessing-information/

Under case ref 0538-2021 you asked:

I would like to receive information on all changes made to/on A104 High Road Woodford with regards to signages and road markings from the year 2015 to the present.

I would appreciate also if the relevant guidelines from Highway England be attached with reference to speed cameras and signages.

Again, I am afraid that TfL does not hold the requested information. TfL is only responsible for managing the “red route” network of roads in London. These are the main roads in London which carry up to 30% of traffic but only account for about 5% of the road network (see here for more information: https://tfl.gov.uk/modes/driving/red-routes). The majority of roads in London - including the A104 High Road Woodford - are managed by local councils. I would therefore suggest that you redirect your questions to the London Borough of Redbridge. FOI requests to the borough can be made via its website here:

https://www.redbridge.gov.uk/have-your-say/freedom-of-information/about-freedom-of-information/

On a more general matter, please note that the impact of current circumstances on TfL’s resources means we are not able to answer FOI requests readily and we ask that you please do not make a request to us at present.

Answering FOI requests will require the use of limited resources and the attention of staff who could be supporting other essential activity. In any event, please note that our response time will be affected by the current situation.

Please see the attached information sheet for details of your right to appeal as well as information on copyright and what to do if you would like to re-use any of the information we have disclosed.

Yours sincerely,

David Wells
