Hello I would like to ask for freedom of information on How much money was obtained in ULEZ fines & all money in total due to late payment of fines. From the first fine to the 200th fine. Thank you for your request received by Transport for London (TfL) on 16 May 2023 asking for information about ULEZ.

Your request has been considered under the requirements of the Freedom of Information Act 2000 and our information access policy. I can confirm that we do hold the information you require.

The ULEZ was originally launched on 8 April 2019 and covered the same area of central London as the Congestion Charging zone. As the scheme was new between 8 April and 10 May 2019 we issued warning notices rather than PCNs to the keepers of non-compliant vehicles being driven in the zone without payment of the charge. The first PCNs were issued for journeys on 11 May 2019. On 25 October 2021 the ULEZ was expanded to cover the area up to but not including the North and South circular roads. This represented an 18 time increase in the size of the zone. As the expansion was new between 25 October 2021 and 22 November 2021 we again issued warning notices rather than PCNs to the keepers of non-compliant vehicles being driven in the zone without payment of the charge.

The penalty enforcement process is outlined on our website at https://tfl.gov.uk/modes/driving/ultra-low-emission-zone/enforcement-process. Following the issue of PCN if no payment or representation is received we issue a Charge Certificate. This is followed by an Order for Recovery. If still no payment is made a warrant is issued to our contracted Enforcement Agents to collect the outstanding balance.

How much money was obtained in ULEZ fines & all money in total due to late payment of fines. From the first fine to the 200th fine.

The first 200 PCNs issued for non-payment of the ULEZ daily charge were all issued on 11 May 2019.

We have received £13,200 in payments towards these PCNs.

All PCNs were issued on 11 May 2019 and up to 18 May 2023, 135 have been paid in full.

Include how many requests had to be made for each fine or did the fined person pay on first request

In 152 cases, the PCN was paid, part paid (with the remainder written off) or cancelled after the Penalty Charge Notice was issued.  

In 4 cases the PCN was paid, part paid (with the remainder written off) or cancelled after the Charge Certificate was issued.

In 4 cases the PCN was paid, part paid (with the remainder written off) or cancelled after the Order for Recovery was issued.

In 40 cases the PCN was passed to the Enforcement Agent before being paid or written off.
