For each corresponding day, representing a 24 hour period from 0000 to 23:59 between 25th October 2021 to 23rd May 2022, please provide:
1) The total number of unique vehicle registration marks observed in the ULEZ, which are not 100% exempt, or linked to an autopay account.
2) The total number of ULEZ payments made relating to each 24 hour period, excluding those from an autopay account
3) The total number of penalty charge enforcement notices relating to each 24 hour period, that have been issued for ULEZ charges

Thank you for your request received by Transport for London (TfL) on 24th May 2022 asking for information about the Ultra Low Emission Zone (ULEZ).
Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy.
I can confirm that we hold some of the information you require. Your questions are answered in turn below:
For each corresponding day, representing a 24 hour period from 0000 to 23:59 between 25th October 2021 to 23rd May 2022, please provide:
Question 1) The total number of unique vehicle registration marks observed in the ULEZ, which are not 100% exempt, or linked to an autopay account.
Answer: The attached spreadsheet (“FOI-0428-2223 Q1 data”) shows the number of unique registration marks which are non-compliant in the ULEZ for each day between 25th October 2021 and 23rd May 2022. Please note that this data includes vehicles subject to the ULEZ and the LEZ scheme, but seen in the ULEZ. We do not hold autopay registration data matched against the above non-compliant data for the stated period.
Question 2) The total number of ULEZ payments made relating to each 24 hour period, excluding those from an autopay account

Question 3) The total number of penalty charge enforcement notices relating to each 24 hour period, that have been issued for ULEZ charges
Answer: Please see the second attached spreadsheet (“FOI-0428-2223 Qs 2and 3 data) showing daily charges paid for non-Autopay ULEZ valid charges (i.e. prepaid and Pay Next Day only) and Penalty Charge Notices (PCNs). Note that we issued warning notices (WN) instead of PCNs between 25 October 2021 – 21 November 2021. This was to make those entering the expanded zone without payment aware of the need to pay the daily charge. We issued PCNs from 22 November 2022.
