Dear TfL-Team, I am currently engaged in a project evaluating the impacts of the London Congestion Charge for a course on Mobility, Data Science, and Economics at Lucerne University of Applied Sciences and Arts in Switzerland. My analysis is focused on understanding the Congestion Charge's effectiveness in achieving its stated objectives, such as reducing traffic congestion and pollution levels, as well as its broader societal impacts. As part of my evaluation, I am employing a structured approach using the Logic Model framework to assess the inputs, activities, outputs, outcomes, and long-term impacts of the Congestion Charge. The Impact-Model should answer based on each stage of the Logic Model, specific questions as followed: • Input/Concept: What is the goal of the Congestion Charge? Were the financial and human resources sufficient and effectively allocated? • Activities: Who is responsible for the enforcement mechanisms implemented ? How does the timetable of implementation look ? What does the financing look like ? • Output: What is the compliance rate with the congestion charge ? • Outcome: What percentage reduction in traffic congestion has been observed since the implementation ? • Impact: What are quantifiable benefits in air quality and public health? To ensure a comprehensive analysis, I am seeking access to specific data and documents that may not be publicly available but are crucial for an accurate assessment. Specifically, I am interested in the following information: 1. Financial reports and resource allocations related to the implementation and ongoing management of the Congestion Charge. 2. Data on traffic volumes, both pre- and post-implementation of the Charge, within the affected areas.( CC / ULEZ / LEZ and DVS) 3. Statistics on compliance rates and enforcement measures taken since the introduction of the Charge. 4. Reports on air quality measurements within the Congestion Charge zone, before and after its enactment. 5. Studies or evaluations conducted by or for TfL related to the impacts of the Congestion Charge on traffic patterns and public health. This information will assist in constructing a detailed Logic Model, enabling a thorough analysis of how well the Congestion Charge has met its goals and the areas where improvements might be needed. Could you please advise how I might obtain access to these documents, or direct me to the appropriate contact person who could assist further if necessary ?
