You asked

I would like to know the basis on which TfL decided to close Constitution Hill for six weeks without making any alternative cycle provision: * what risk assessment was done to understand the danger to life posed by removing a safe route for cyclists, particularly one that forms part of the East-West superhighway; * what alternative options other than full closure were considered; * what alternative routes were considered, including opening Green Park to cyclists or creating a segregated cycle lane on Grosvenor Place, and for what reasons those alternatives were rejected.

Thank you for your request received by Transport for London (TfL) on 18th May 2022 asking for information about the closure of Constitution Hill.

Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy. 

Specifically you asked:

I would like to know the basis on which TfL decided to close Constitution Hill for six weeks without making any alternative cycle provision:

* what risk assessment was done to understand the danger to life posed by removing a safe route for cyclists, particularly one that forms part of the East-West superhighway;

* what alternative options other than full closure were considered;

* what alternative routes were considered, including opening Green Park to cyclists or creating a segregated cycle lane on Grosvenor Place, and for what reasons those alternatives were rejected.”

I am afraid that TfL does not hold the requested information. This road is not part of the Transport for London Road Network (TLRN - sometimes known as the ‘red routes’ - see here for more information: https://tfl.gov.uk/modes/driving/red-routes). Rather, this road is under the management of the Royal Parks and that body was responsible for planning and implementing the closure.
