You asked

Thank you for your reply to our FOI request. Since you do not break down and record the outcomes of the different fare evasion offences, are you able please to provide a total figure for the amount of money raised in fines from the 3,147 people reported in 2018 for fare evasion of one type or another and the total amount of money recovered in prosecution costs for the same type of offences in the same period.

We answered

TfL Ref: FOI-0326-1920

Thank you for your further email of 30th April 2019 asking for information about prosecutions for fare evasion.

Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy.

You asked:

Since you do not break down and record the outcomes of the different fare evasion offences, are you able please to provide a total figure for the amount of money raised in fines from the 3,147 people reported in 2018 for fare evasion of one type or another and the total amount of money recovered in prosecution costs for the same type of offences in the same period.

While I can confirm that TfL holds this information our reporting suite does not allow for splitting-out of the charges, and so once again we cannot work out the costs, compensation and fines we receive for each specific charge unless we go into each case. To do so would breach the costs threshold for responding to FOI cases, as outlined in our original response.

You may be interested in some additional, overall figures that we can provide on this subject. In the financial year 2018/19 there were:

  • Total Number of Penalty Fares (on the spot fines with no prosecution) issued = 87,319

  • Total Number of Irregularity Reports (where fare evasion is considered for prosecution) received = 37, 377

  • Total number of Irregularity Reports prosecuted = 26,164, with over 99% successful (26,159 of the total);

  • Income recovered from prosecutions (including costs and compensation) = £2,198,557.

Note that this encompasses all relevant TfL modes of transport except for trams, for which the information is not held (trams are operated under contract by a subsidiary of FirstGroup plc, which carries out its own revenue protection procedures):

Please see the attached information sheet for details of your right to appeal as well as information on copyright and what to do if you would like to re-use any of the information we have disclosed.
