Thank you for your request received on 3 May 2023 asking for information about the “London-wide ULEZ and MTS Revision Baseline Report for ULEZ Scheme 11A +MTS 11A.”

Your request has been considered in accordance with the requirements of the Environmental Information Regulations (EIR) and our information access policy. I can confirm that we do hold the information you require. You asked:

Please can you give me :

•           the data which formed the basis for/was used for Map 7 : Car Ownership Compliance by Postcode District and IMD
•           the data which formed the basis for/ was used for Map 8 : All Vehicle Ownership Compliance by Postcode District and IMD

The data in the maps listed above was derived from the following sources:

•           Index of Multiple Deprivation (2019)

This information is available on the GLA website:

https://data.london.gov.uk/dataset/indices-of-deprivation

•           SMMT vehicle ownership data (2020)

The SMMT vehicle ownership data is exempt from disclosure under regulation 12(5(d) of the EIRs because disclosure would adversely affect the confidentiality of commercial information supplied to us by the SMMT. This exception is subject to a public interest test. We recognise the inherent public interest in transparency by public authorities but in this case consider that there is a greater public interest in preserving the confidentiality obligations which apply to this information and reflect its commercial value to the SMMT.

The only version of this document currently available is : London-wide ULEZ + MTA revision baseline report for ULEZ SCHEME 11A + MTS 11A document 03

The draft versions of the final IIA are each incomplete documents which were solely used by Jacobs and TfL to inform the final version of our published IIA, and as such this information is subject to an exception from disclosure in accordance with Regulation 12(4)(d) which applies to information which is still in the course of completion, unfinished documents or incomplete data.
