Thank you for your request which we received on 17 April 2024, asking for information about ULEZ charging.
Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy. I can confirm that we hold some of the information you require. You specifically asked:
- Please identify the number of fines issued to drivers who have registered to pay automatically but did so outside the allowed period for payment identifying the time period beyond the deadline up to 7 days.
We do not hold this information. When we issue a penalty charge notice (PCN) for failing to pay the ULEZ daily charge, we do not know whether the PCN has been issued because the driver registered for Auto Pay outside the allowed period for payment.
- Please identify any policy papers or discussion documents relating to the decision to fine users regardless of how close to the ulez charge event they registered to pay automatically.
The Scheme Order outlines that PCNs are issued to non-compliant vehicles where the daily charge has not been purchased. This is irrespective of Auto Pay registration. - Please identify by county where the registered keeper resides the Numbers of drivers fined for late payment of ulez charge.
We do not record the County to which a PCN is issued, our data comes from the DVLA who don’t always record County infrmation. PCNs are issued to the registered keeper of a vehicle as held by the DVLA. The address to which a penalty is issued does not necessarily mean the driver resides at that address. For example, penalties will be issued to hire and lease companies based outside of the ULEZ when the driver may reside inside.
- Please supply data by month demonstrating the levels of vehicle related pollutants which were the focus of the decision to introduce ulez in the 24 months period prior to the decision to introduce ulez to the wider area and in the period since introduction of ulez to the wider area.

- Please provide any assessment of the place of registration by county of vehicles which would incur the ulez charge and which were prior to the ulez extension registered but are no longer registered to keepers in London which have been registered instead to keepers outside the extended ulez zone.
We do not hold this information.
- Please identify the total charges and separately the penalties levied since the introduction of ulez and the proportions of each charged to keepers who reside more than 100 miles from the edge of the ulez zone.
We do not record this detail.
- Please identify the number of charges and penalties and their value levied on persons holding blue badges.
We do not hold this information. When we issue a PCN we do not know whether the registered keeper is a Blue Badge Holder.
