Request ID: FOI-0162-2425 Date published: 01 May 2024
You asked
The TfL Road Danger Reduction Dashboard enables users to search for road collisions by the "casualty mode of travel".
However there are no travel mode categories defined for the following modes of personal transport:
-electrically-assisted pedal cycles (EAPCs)
-e-bikes
-e-scooters
-other forms of "powered transporter" (eg hover-boards)
Please could you clarify:
(i) whether there are any plans to introduce separate "casualty mode of travel" categories for these transport modes?
(ii) how or whether collisions involving any of these transport modes are currently included in the reporting available on the Road Danger Reduction Dashboard?
For example, how would a road collision involving a casualty travelling on a Lime Bike (an electrically-assisted pedal cycle) be included in the reports available on the Dashboard?

Thank you for your request received by Transport for London (TfL) on 13 April 2024 asking for information about the Road danger dashboard.
Your request has been considered under the requirements of the Freedom of Information Act 2000 and our information access policy. I can confirm that we do hold the information you require.
Collision data collection is governed by the Department for Transport (DfT) who set the standards for the information collected, the DfT document Instructions for the Completion of Instructions for the Completion of Road Traffic Accidents can be found here:
Using this guidance electrically assisted pedal cycles (electrically assisted pedal cycles defined in the Electrically Assisted Pedal Cycles Regulations) are included within the general pedal cycle category. Anyone injured while riding an electrically assisted cycle would be included within the Pedal Cycle category.
E Scooters are currently recoded as Other Vehicles with the reporting officer or person reporting a collision online adding a free text description of the vehicle type. Due to these descriptions possibly not meeting General Data Protection Regulation (GDPR) standards we cannot show the free text field in the Dashboard as it may contain personal information. Anyone injured while riding an E-Scooter would be included within the Other category.
DfT have requested some changes to data collection which will come into force later this year and the police will be recording a new category of Personal Powered Transporter which will incorporate e-scooters and hover boards.
Within London we also have an arrangement with the Metropolitan Police to collect some additional fields beyond those required by the DfT. This includes if a pedal cycle is a hire cycle or not and also the make and model details of the vehicles involved. However, this is another free text field that we are unable to share due to GDPR concerns. The recording of these fields may not be consistent, particularly for collisions that are reported online by members of the public.
Please let me know if this is not the information you are looking for, or if you are unable to access it for some reason.
If you are not satisfied with this response please see the attached information sheet for details of your right to appeal.
Yours sincerely
