Request ID: FOI-0111-2223 Date published: 11 May 2022
You asked
Please email me "a special enforcement area more than 50 cm from the edge of the carriageway and not within a designated parking place" within London.
Clarification received 22/04/2022: To clarify, What I'm looking for are the list of records held by Transport for London(TFL) within London which operates without Road signage where the TFL applies and allowed by law to send a ticket or PCN within City of London.
I look forward to receiving the records of the special enforcement area within London under TFL only which operates without Road Signage! I thank you.

TfL Ref: FOI-0111-2223 Thank you for your request received by Transport for London (TfL) on 19th April 2022. Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy.
Specifically you asked: “Please email me all listed the "a special enforcement area more than 50 cm from the edge of the carriageway and not within a designated parking place" within London.” On 22nd April 2022 this was clarified as follows:
“To clarify, What I'm looking for are the list of records held by Transport for London(TFL) within London which operates without Road signage where the TFL applies and allowed by law to send a ticket or PCN within City of London”..
As I understand it your request asks where it is possible for TfL to issue a Penalty Charge Notice for a vehicle parked more than 50cm from the edge of the carriageway. The entire Transport for London Road Network (TLRN - sometimes referred to as the ‘red routes’) is designated as a special enforcement area for this purpose. Maps of the TLRN can be found on the TfL website here:
Note that the TLRN only makes up about 5% of London’s roads. The majority of roads are under the management of local boroughs.
