Follow-on FOI-3511-2324: In relation to the sentences below: When a vehicle is driven in the ULEZ its registration can be captured by numerous different cameras as it moves through the zone and the best quality image is used for issuing the PCN. The system retains the clearest image for use when issuing a PCN that in no way indicates the journey or route the vehicle took. While we record the camera which took the image and the street name, we do not record which London borough it is in. Therefore we are unable to provide this information by borough. This relates to the issuing of PCNs and therefore the need for a clear image. However, my query is also in relation to the usual daily charging and vehicles captured for that purpose. Could you therefore let me know the number of non-compliant vehicles captured on cameras each day since 1 January 2023 on cameras located in (a) the London Borough of Bexley; (b) the expanded ULEZ area; and (c) the ULEZ are pre-29 August 2023. I would like to check the numbers of non-compliant vehicles and the locations where they were first captured by ULEZ cameras and logged as needing to be liable for the ULEZ charge. If it is not possible to provide the breakdown by Borough (I would imagine it would be as TFL have a list of cameras in each Borough which can be cross-referenced with the data provided by each camera) then by camera location, town or postcode area would be helpful to see.

Thank you for your request received on 5 April 2024 asking for further information about the Ultra Low Emission Zone (ULEZ).
 
Your request has been considered in accordance with the requirements of the Environmental Information Regulations (EIR) and our information access policy. I can confirm that we hold some of the information you require. You asked:
 
my query is also in relation to the usual daily charging and vehicles captured for that purpose. Could you therefore let me know the number of non-compliant vehicles captured on cameras each day since 1 January 2023 on cameras located in:
 
(a) the London Borough of Bexley
 
If a non-compliant vehicle enters the ULEZ that has not paid the daily charge then a PCN will be issued. There are a small number of non-compliant vehicle types that are exempt from the ULEZ charge such as specialist agricultural vehicles and military vehicles, as well as vehicles that are subject to a grace period or otherwise not required to pay the ULEZ charge. These vehicles will not be issued a PCN. As previously stated, we do not record the borough in which the vehicle is captured. As the system retains the clearest image there is no way of knowing the journey or route the vehicle took.
 
(b) the expanded ULEZ area; and (c) the ULEZ are pre-29 August 2023.
 
We do not hold the data for the expanded area only, just the entire ULEZ area prior and post the expansion. This information is published as a percentage in the ULEZ factsheets available on our website:

As previously advised, the system retains the clearest image for use when issuing a PCN, this may not be the ‘first’ capture. While we record the camera which took the image and the street name, we do not record which London borough it is in.
 
In accordance with the EIR, we are not obliged to supply information on the location of the ULEZ cameras as it is subject to a statutory exception to the right of access to information under regulations R12(5)(a) – international relations, defence, national security & public safety (in this instance specifically public safety), regulation 12(5)(b) – the course of justice, the ability of a person to receive a fair trial or the ability of the public authority to conduct and inquiry of a criminal or disciplinary nature – (in this instance specifically the course of justice), and regulation 12(5)(e) – confidentially of commercial or industrial information where such confidentiality is provide by law to protect a legitimate economic interest.
