You asked

The following document on Quietways 7 - West Dulwich, Thurlow Park Road (https://www.lambeth.gov.uk/sites/default/files/Thurlow-Park-Rd-Consultation-Report-FINAL.pdf) states that "Having considered all responses to the consultation and reviewed our proposals, we intend to proceed with the scheme design that was consulted on." Please may I request all documentation relating to the stated review of proposals and previous options appraisals relating to the West Dulwich section of the Quietways 7 scheme. This request includes: impact assessments; options appraisals; internal and/or consultants' reports regarding the outcomes of transport modelling undertaken; and governance documentation and associated minutes of decisions to progress through the key stages of budget allocation, design and procurement with this scheme. This request relates to documents that prior to the consultation proposal, which commenced 10 February 2016 and following the consultation, ie from 20 March 2016 leading up to the formal decision to appoint, procure or instruct works on the Thurlow Park Road/Rosendale Road junction. Please note that I kindly request a response no later than Monday 9 April 2018, in alignment with the FOI Act 2000.

Thank you for your request received by Transport for London (TfL) on 9 March 2018 asking for information about Quietways 7.

Your request has been considered under the requirements of the Freedom of Information Act 2000 and our information access policy. I can confirm that we do hold the information you require.

Please find attached the relevant documents held by TfL regarding the Rosendale/Thurlow Road scheme.

We have attached the following information:
• Traffic Signal Supplementary Report, which provides modelling information;
• Works Traffic Management Approval letter, which provides the authorisation to undertake works in accordance with agreed traffic management plans;
• Previous options of feasibility design with a design log of comments from designers,
• A technical approvals document which details the comments from the Highways Department in Transport for London to the designer.
• The Sponsor Review which was conducted on the feasibility design to agree funding to progress to the next stage of design.
• The task order for the contractor to undertake the works at the junction.

We decided to move ahead with the design including early release traffic signals and two stage right turns option for cyclists because we considered that it provided the best outcome for all users.

Please note that in accordance with TfL’s obligations under the Data Protection Act 1998 (DPA), personal information such as email addresses and direct telephone numbers have been removed from the attached documents, as required by section 40(2) of the FOI Act. This is because disclosure of this personal data would be a breach of the DPA, specifically the first principle of the DPA which requires all processing of personal data to be fair and lawful. It would not be fair to disclose this personal information when the individuals have no expectation it would be disclosed and TfL has not satisfied one of the conditions of Schedule 2 of the Data Protection Act which would make the processing ‘fair’.

Additionally, we have redacted specific cost information as it is subject to a statutory exemption to the right of access to information under section 43(2). In this instance the section 43(2) exemption has been applied as disclosure would, or would be likely to prejudice our commercial interests. The use of this exemption is subject to an assessment of the public interest in relation to the disclosure of the information concerned. We recognise the need for openness and transparency by public authorities, particularly where the expenditure of public money is concerned, but in this instance, the public interest in ensuring that we are able to obtain the best value for public money outweighs the general public interest in increasing transparency of our processes.
