You asked

A2 Eltham Intermittent Street Lighting I would like to know why the road street lighting on the A2 dual-carriageway is intermittent and a number of lamp posts have been removed and had tape over them since 2015. As a higher-risk road on London's Road Network, it would make sense to have street lighting. If the lighting has been removed intentionally I would like to know the health and safety risk assessment that was undertaken to determine this and the outcome of it.

Thank you for your request received by Transport for London (TfL) on 29 March 2024 asking for information about A2 Eltham Intermittent Street Lighting.

Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy. I can confirm that we hold the information you require.
You specifically asked: I would like to know why the road street lighting on the A2 dual-carriageway is intermittent and a number of lamp posts have been removed and had tape over them since 2015. As a higher-risk road on London's Road Network, it would make sense to have street lighting. If the lighting has been removed intentionally I would like to know the health and safety risk assessment that was undertaken to determine this and the outcome of it.

Unfortunately some of the lamp columns failed structural tests and were therefore cut down to remove the risk of them falling and causing harm to the public. We do not hold a specific risk assessment that we have carried out however, we have attached a document which covers TfL’s health and safety risk based approach for Managing Intermittent Street Lighting Levels Caused by Localised Asset Removal’ which was followed.

Please note that in accordance with TfL’s obligations under Data Protection legislation some personal data has been removed, as required by section 40(2) of the FOI Act. This is because disclosure of this personal data would be a breach of the legislation, specifically the first principle which requires all processing of personal data to be fair and lawful. It would not be fair to disclose this personal information when the individuals have no expectation it would be disclosed and TfL has not satisfied one of the conditions which would make the processing ‘fair’.
