6) Please confirm the number of TFL employees or contracted staff whose duty it is to consider parking appeals.
7) Please confirm the number of staff that have attended accredited training courses on the provisions of the Traffic Management Act 2004 or any other Civil Parking Enforcement courses.
8) Where courses have been attended then please give the date of attendance and indicate how many staff attended and provide the course title and the full name and address of the training providers.
9) Please confirm whether TFL obtain registered keeper details direct from the DVLA or whether TFL use a third party to do so. If TFL use a third party then please name the third party.
10) If a third party is used then please provide details on how this third party satisfies regulation 27 of the Road Vehicles (Registration and Licensing) Regulations 2002.
11) Please provide all maintenance records for the week prior and the week after the date of the alleged contravention for the camera use to give this PCN.

Our Road User Charging team have passed over your correspondence of 10th March 2024 as it contains a number of requests for recorded information. Those requests have been considered in accordance with the requirements of the Freedom of Information Act and our information access policy.
I can confirm that we hold some of the information you require. Your questions are addressed in turn below:
Question - can you please provide me with detailed information that the camera used in this contravention is on the approved list to be used to capture moving traffic offences.
Answer: This is a Yellow Box junction contravention enforced under the London local Authorities Act 2003. As such the cameras does not need to be approved for this contravention type – however, our enforcement system and the associated cameras we use have been approved by the Vehicle Certification Agency (VCA)
Question - all operators and cameras must complete a sweep before use can you please provide me with this evidence.
Answer: We do not know what you mean by “a sweep”. If you can clarify this we can look into the matter further. Note that our trained Compliance Officers take mitigating circumstances into consideration to ensure that contraventions are valid. There is also a secondary level of validation performed before PCNs are issued.
Question: can you show me that the box junction is complete i.e all lines that make the box junction are connected and visible.
Answer: This junction conforms with the Traffic Signs Regulations and General Directions 2016 (TSRGD). Please see the image below:
Question: you do not state if this camera was operated by a human or an anpr camera can you please provide me with this information.
Answer: This camera is manually operated.
Question: Please provide a print out of the case summary /log history and on street log history in regard to this PCN from your PCN processing system.
Answer: As this is your personal data this request will be handled separately by our Road User Charging team as a Subject Access Request under data protection law.
Question: Please provide the full title of the traffic order I am alleged to have contravened in regard to this PCN.
Answer: There is no such “Traffic Order”. This was a Yellow Box Junction contravention defined in the Traffic Signs Regulations and General Directions 2016, enforced under the London local Authorities Act 2003.
Question: Please confirm if the traffic order named above has been amended. If it has, then please confirm on how many occasions and provide the full title of each amending order and the date each one came in to force.
Answer: See answer above.

Answer: Our contractor has 15 members of staff for this purpose.
Question 7) Please confirm the number of staff that have attended accredited training courses on the provisions of the Traffic Management Act 2004 or any other Civil Parking Enforcement courses.
Answer: 100 TfL staff.
Question 8) Where courses have been attended then please give the date of attendance and indicate how many staff attended and provide the course title and the full name and address of the training providers.
Answer: We do not hold this information. We have a high number of staff who have been with us for many years. Some of these would have had the qualification on joining TfL, and some would have attended courses after joining. We do not hold historical records of which institution or specific dates such training took place, just confirmation that they achieved the qualification verified by TfL.
Question: Please confirm whether TFL obtain registered keeper details direct from the DVLA or whether TFL use a third party to do so. If TFL use a third party then please name the third party.
Answer: TfL have a contract with the Driver and Vehicle Licensing Agency (DVLA) to obtain registered keeper details using the DVLA’s own Keeper at Date of Enquiry (KADOE) service.
Question: If a third party is used then please provide details on how this third party satisfies regulation 27 of the Road Vehicles (Registration and Licensing) Regulations 2002.
Answer: n/a – see answer above.
Question: Please provide all maintenance records for the week prior and the week after the date of the alleged contravention for the camera use to give this PCN.
Answer: I can confirm there were no maintenance faults recorded during February 2024 for this camera. Please see the most recent maintenance report attached.
