Our ref: FOI-4741-2324/GH
Thank you for your request received by Transport for London (TfL) on 27 March 2024 asking for information about a pedestrian crossing at Chislehurst War Memorial, BR7.
Your request has been considered under the requirements of the Freedom of Information Act 2000 and our information access policy. I can confirm that we do hold the information you require.
We are refusing your request under section 14(1) of the Act. After reviewing a sample of our records we consider that providing the requested information would place an unreasonable burden on us. Our principal duty is to provide an effective transport service for London and we consider that answering this request would represent a disproportionate effort. We do wish to clarify that whilst we consider that your request falls under section 14(1) of the FOI Act, this does not reflect a conclusion that it has been your intention to deliberately place an undue burden on our resources.
The London Borough of Bromley are responsible for this location, and TfL has been assisting Bromley to develop improved pedestrian crossing facilities since at least May 2023. In order to answer the second part of your request, we have undertaken an email search for correspondence between TfL and LB Bromley about this location. This search identified almost 300 emails for the keywords 'Chislehurst war memorial'. A broader search for ‘Chislehurst’ identified over 700 emails. Whilst these are likely to include duplication and irrelevant emails, we would need to look at each of them manually to see if they should be considered as TfL’s ‘comments on the design / options’.
If you would like to re-submit a more focused, specific request then we will, of course, consider it. For example, a request for any comments on the design / options during a specific period of time is less likely to raise concerns about the disproportionate effort required to answer it. LB Bromley would hold all the information on this subject, so you may also wish to raise a request with them.
Please see the attached information sheet for details of your right to appeal.
Yours sincerely
