Information on the broad rationale for the total number, distribution and location of ANPR cameras required for the expansion of ULEZ is provided in the Data Protection Impact Assessment which formed part of the documents considered by the Mayor in making his decision to expand the zone. See https://tfl.gov.uk/corporate/privacy-and-cookies/road-user-charging#on-this-page-11 (page 8). However, in accordance with the EIRs, we are not obliged to supply the information requested as it is subject to a statutory exception to the right of access to information under regulations R12(5)(a) – international relations, defence, national security & public safety (in this instance specifically public safety), regulation 12(5)(b) – the course of justice, the ability of a person to receive a fair trial or the ability of the public authority to conduct and inquiry of a criminal or disciplinary nature – (in this instance specifically the course of justice), and regulation 12(5)(e) – confidentially of commercial or industrial information where such confidentiality is provide by law to protect a legitimate economic interest.

4. **Data Privacy and Security:** - A description of the protocols ensuring the privacy and security of the data captured by ULEZ cameras.
The Automatic Number Plate Recognition (ANPR) cameras used for all of our Road User Charging schemes - including for the forthcoming expansion of ULEZ - are supplied by Yunex Traffic UK. We can confirm that the key components are made in Germany, Taiwan, and Japan and that the cameras are assembled in the UK. The cameras are not capable of facial recognition.
ANPR cameras have been used to enforce Road User Charging schemes such as the Congestion Charge, Low Emission Zone and ULEZ in central and inner London for many years. TfL has completed Data Protection Impact Assessments (DPIAs) of the expansion of ULEZ which took place in 2021 and of the forthcoming expansion in August 2023 which set out how we minimise data collection from ANPR cameras, how data will be used and how we keep it secure. More information in this regard - including copies of the DPIAs referred to above - can be found on our website:
https://tfl.gov.uk/corporate/privacy-and-cookies/road-user-charging 5. **Impact Assessment:** - Details of any conducted studies or assessments aimed at evaluating the impact of ULEZ cameras on traffic patterns, pollution reduction, and notably, public health within Golders Green.
8. **Safety Data** Any available safety data or research focusing on the effects these cameras
On 8 April 2019 the Ultra Low Emission Zone (ULEZ) was launch in Central London. On 25 October 2021 the zone was expanded across inner London, up to, but not including, the North and South Circular Roads. The zone was expanded in August 2023 to cover all London boroughs. Information on the impact of the original Central London ULEZ and the Inner London expansion is published online:
We have not yet undertaken analysis on the effects of the ULEZ extension that was implemented in August 2023 as a longer period is needed to accurately measure any effects. We will report on air quality concentration impacts in the ULEZ areas later this year.
6. **Community Consultation:** - Information regarding any consultations with the Golders Green community and local businesses preceding the ULEZ camera installations, including reflections on how this feedback has been integrated.
The details of our analysis on the ULEZ consultation are included in both reports to the Mayor in section 4 – Consultation responses, and section 5 – Responses to issues raised.
