To clarify further, when I refer to "amendments or Annexes in Law related to the ULEZ expansion," I am specifically requesting any official documents, regulations, statutes and legal provisions that were amended or added in relation to the expansion of the LEZ into Ultra Low Emission Zone (ULEZ) Before the introduction on August 2023.

Thank you for your request received by Transport for London (TfL) on 19 March 2024 asking for information about amendments or Annexes in Law related to the ULEZ expansion.
Your request has been considered in accordance with the requirements of the Environmental Information Regulations and our information access policy. I can confirm that we hold the information you require. You specifically asked for: any official documents, regulations, statutes and legal provisions that were amended or added in relation to the expansion of the LEZ into Ultra Low Emission Zone (ULEZ) Before the introduction on August 2023.
It may be useful to clarify that the LEZ has not been extended into the ULEZ. The two schemes operate independently and impact different vehicle types.
The legal rules of a road user charging scheme are set out in its “scheme order”. Both the LEZ and the ULEZ are set out in the LEZ scheme order. The scheme order can be changed by means of a Variation Order. Therefore prior to the expansion of the ULEZ a Variation Order was required.
On 29 August 2023, the ULEZ was expanded across all London boroughs and as of that date covers the same geographical area as the LEZ.
Prior to the launch of the expansion TfL conducted a consultation which ran from 20 May to 29 July 2022. Having reviewed and considered the responses TfL submitted a Variation Order to the Mayor. This was confirmed by the Mayor and incorporated into the LEZ Scheme Order.
The power to issue and enforce the expanded scheme has remained unchanged and are defined at the head of the PCN issued:
