I refer to your response of 1 November 2023 to FOI-2444-2324 found here https://tfl.gov.uk/corporate/transparency/freedom-of-information/foi-request-detail?referenceId=FOI-2444-2324. The response discloses that the reduction of the speed limit on the A20 raised dual carriageway was done without public consultation and on an emergency basis. TfL's justification was "This location has been impacted from ongoing flooding and water sheeting across the carriageway. It is marked by TfL as a critical flooding hotspot, high priority and safety critical."
1. Please disclose the documentation setting out when TfL's discovered the emergency of alleged "water sheeting and onging flooding."
2. Please disclose the physical work performed by TfL to date to fix the alleged "water sheeting and ongoing flooding."
3. Please disclose any planned work to be performed by TfL to fix the alleged "water sheeting and ongoing flooding" and when this work is scheduled to be performed.
4. Please disclose the emergency order you reference when you state "The speed reduction has been implemented under an emergency order owing to the significant risk to the travelling public."
5. Is this order temporary until such risk is reduced or eliminated by road works to reduce or eliminate the risk TfL identifies?

Thank you for your request received by Transport for London (TfL) on 19 March 2024 asking for information about the A20.
Your request has been considered in accordance with the requirements of the Environmental Information Regulations and our information access policy. I can confirm that we hold the information you require. Your questions and our replies are as follows:

Works to date have included a CCTV survey and jet cleaning, this was then followed with remedial work where required (this included patch repairs for lateral drain fractures, displaced/open joints and root ingress). A hydraulic modelling report was undertaken along with a topographical survey to help assist in the concept design. Silt build up was cleared from the central reservation.
Please disclose any planned work to be performed by TfL to fix the alleged "water sheeting and ongoing flooding" and when this work is scheduled to be performed.
Permanent remedial works are planned to start in May 2024 for a 12 week period. The works will involve:
New gullies installed along the central reservation
Existing gullies to be adjusted and new frames installed
Is this order temporary until such risk is reduced or eliminated by road works to reduce or eliminate the risk TfL identifies? Once the drainage remedial works are complete, the safety risk posed by surface water flooding and water sheeting should be mitigated, and the temporary speed restriction can be removed.
