Please may I request all correspondence and documents of any nature that refers to “Rorke’s Drift” specifically.

Thank you for your request received by Transport for London (TfL) on 23 February 2018 asking for copies of all correspondence that refers to “Rorke’s Drift” in 2018.

Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy. I can confirm we do hold the information you require.

To locate the entirety of information you have requested, namely all emails held that contain the keyword ‘Rorkes Drift’, we have conducted a company wide search across the specified period of time for all emails that contain this keyword and this produced in excess of 7,000 hits. A hit refers to an email located by our search tool that potentially fits within the scope of your request. These emails would each need to be manually reviewed to determine whether they are caught by your request. Many of the hits are likely to be not relevant, or duplicates, (due to emails being repeated within email chains), as well as emails being forwarded internally for discussion during this time period that contain a relevant email within its email chain. Therefore the actual number of emails covered by your request will be a sub-set of these hits.

We consider the burden of retrieving, reviewing the information and applying any necessary personal data redactions would be disproportionate to the benefit of providing it. Therefore, due to the wide scope of your request and the resources required to answer in full, we are refusing your request under section 14 of the FOI Act. Our principal duty is to provide an effective transport service for London and we consider that answering this request would represent a disproportionate effort. It would be a significant distraction from our work managing the TfL network, requiring re-allocation of already limited resources and placing an unacceptable burden on a small number of personnel.

We do wish to clarify that whilst we consider that your request falls under section 14(1) of the FOI Act, this does not reflect a conclusion that it has been your intention to deliberately place an undue burden on our resources and we hope that the information provided above is sufficient for your needs. We expect that we would be able to provide this information if you were to limit your request to customer contacts within this time period rather than ‘all emails’.
