Hello, this FOI is about the London’s tube station refurbishments under the TfL’s 5-year investment Programme under the PPP arrangements from 2003-2011. In particular, I’d like to know which stations had been successfully refurbished each year from 2003 to 2011. For instance, in the press conference "Major upgrade unveiled at Caledonian Road Tube station - Transport for London (tfl.gov.uk)", it was stated that 10 stations had been upgraded by May 2006 -- it is not clear which of these stations had been refurbished in 2004 or 2005 or 2006. Would you be able to provide a list of names of tube stations successfully refurbished each year from 2003 to 2011 under the PPP? Further email of 21/03/2024: Thank you for confirming. Yes I would like to discuss the matter further. Specifically, can the TfL also provide the type of refurbishments done for each tube station for each year between 2003 to 2011? For instance, if tube station A has been refurbished in 2006, did the station get a new escalator, new passageways, increased number of CCTVs, or increased amenities for the disabled, etc? If TfL can provide these information alongside the list of names of tube stations refurbished each year between 2003 and 2011, that would be great.

Thank you for your request received by Transport for London (TfL) on 12th March 2024 – as amended on 21st March 2024 - asking for information about London Underground station refurbishments.
 
Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy. 

Specifically you asked the following:

I am afraid it is not possible to source the information to answer your questions within the costs limit for responding to FOI cases, as set out under section 12 of the Freedom of Information Act. Under section 12 TfL is not required to provide information if it would cost more than £450 to determine if the requested information is held, and to then locate, retrieve or extract it from elsewhere. This is calculated at a rate of £25 per hour, equivalent to 18 hours work.

The exemption applies in this instance because there is no single source for the information and no easy or efficient way of finding it, especially given the passage of time (with your questions covering a period beginning over twenty years ago). We have conducted searches with relevant colleagues but have been unable to determine exactly what we do / do not hold in relation to your request, nor where it might be held. Given this, we see no scope for sourcing all of the requested information within the costs limit.
