Bus usage occupancy data on bus routes

Dear TfL I would like to request bus usage occupancy data from the capacity provided on the following routes. Data based on times of the day and sections along the route. The times of the day I would like to be provided are the following. 1. The data on weekdays on early morning (4:00 to 7:00), morning peak hours (7:00 to 9:00), inter peak hours (9:00 to 16:00), evening peak hours (16:00 to 19:00), early evenings (19:00 to 22:00) and late evenings (22:00 to 00:00). 2. The data on Saturday and Sundays would like it for early morning (4:00 to 10:00), midday (10:00 to 19:00), early evening (19:00 to 22:00) and late evenings (22:00 to 00:00). Below are the following routes I would like data specifically requested on with data on each sections of the route: 1. Route 125. The section between Winchmore Hill to Chaseville Park Road, Chaseville Park Road to Southgate, Southgate to Whetstone, Whetstone to North Finchley, North Finchley to Finchley Central and Finchley Central to Colindale. 2. Route W9. The section from Chase Farm Hospital to Enfield Town, Enfield Town to Highlands Village and Highlands Village to Southgate 3. Route W8. The section from Chase Farm Hospital to Enfield Town, Enfield Town to Edmonton Green and Edmonton Green to Picketts Lock Centre. 4. Route 491. The section from North Middlesex Hospital to Edmonton Green, Edmonton Green to Ponders End, Southbury Road, Ponders End, Southbury Road to Enfield Island Village and Enfield Island Village to Waltham Cross.

Thank you for your request received by Transport for London (TfL) on 19 March 2024 asking for information about bus usage.

Your request has been considered under the requirements of the Freedom of Information Act 2000 and our information access policy.

I can confirm that we do hold the information you require. However, to provide the information you have requested would exceed the ‘appropriate limit’ of £450 set by the Freedom of Information (Appropriate Limit and Fees) Regulations 2004.

Under section 12 of the FOI Act, we are not obliged to comply with requests if we estimate that the cost of determining whether we hold the information, locating and retrieving it and extracting it from other information would exceed the appropriate limit. In this instance, we estimate that the time required to answer your request would exceed 18 hours which, at £25 per hour (the rate stipulated by the Regulations), exceeds the ‘appropriate limit’.
Section 12(4)(a) of the Act provides for the costs of complying with two or more requests made in a 60 working day period which are, to any extent, for the same or similar information to be combined.

These three requests, along with your other recent requests which we have answered, would easily exceed the appropriate limit. We are therefore refusing these three requests under section 12 of the FOI Act. Please note any further requests that we receive within a 60 working day timeframe from you or the other requester may also be subject to consideration under section 12 of FOI.
