FOI request detail

Low Emission Zones Standards

Request ID: FOI-4622-1718
Date published: 20 March 2018

You asked

On purchasing a vehicle, the new registered keeper is sent a V5C Certificate by the DVLA. The document contains sections for vehicle weight and emissions. I was told by Low Emission Zone staff that TFL does not conduct vehicle weighing, can you share the source of TFL's data on vehicle weight and ask how many vehicles exist on your records of vehicles currently subject to enforcement which are not accompanied by any evidence of their weight?

We answered

Our Ref:         FOI-4622-1718

Thank you for your request received on 20 February 2018 asking for information about vehicle weights.

Your request has been considered in accordance with the requirements of the Freedom of Information (FOI) Act and TfL’s information access policy.

We do not hold the information requested. We previously used vehicle weight data held by the DVLA to classify whether a vehicle was subject to the Low Emissions Zone (LEZ). If the DVLA did not hold the weight data we applied generic vehicle weight data to the vehicle.

We no longer use that system and we now categorise vehicles using the vehicle type rather than weight. Therefore we do not hold information on the number of vehicles with no weight data.

If a motorist believes that their vehicle weight means the vehicle is not subject to the LEZ then they need to provide evidence of this and register the vehicle with us through the LEZ registration scheme. Full details are available on our website at https://tfl.gov.uk/modes/driving/low-emission-zone/find-out-if-you-need-to-register/how-to-register.

Please accept our apologies that we are unable to assist you further on this occasion.

Please see the attached information sheet for details of your right to appeal.

Yours sincerely
