Can you please explain how moving pollution from London to Ukraine will contribute to tackling the global climate emergency?
If the information I requested is not held in any records by the Mayor’s office, it follows that the issue has not been discussed by the Mayor’s office. Is this correct? Has the Mayor not considered the environmental impact of this significant change to the ULEZ, a policy imposed on environmental grounds? If he has considered it, his office must have a record of the arguments and conclusions of the discussion, including the environmental impact of the policy change from scrappage to provision of vehicles for use in warfare. Please supply a copy of the records of that discussion, or co firm that no such discussion occurred.

Thank you for your request which we received on 12 March 2024, asking for documents held by the Mayor, in relation to ULEZ non-compliant vehicles being sent to Ukraine through the ULEZ scrappage scheme.
Your request has been considered in accordance with the requirements of the Environmental Information Regulations (EIRs) and our information access policy. You asked:
Has the Mayor not considered the environmental impact of this significant change to the ULEZ, a policy imposed on environmental grounds? From 15 March, applicants to the ULEZ scrappage scheme funded by the Mayor, have the option to receive a scrappage grant and donate their non-compliant vehicles to support humanitarian and medical needs in Ukraine, rather than scrapping or retrofitting it.
