I am writing to enquire about the ownership of a stretch of road and bridge that I am struggling to identify whose ownership it comes under.
The road in question is "SLIP ROAD BETWEEN WESTERN AVENUE AND CORONATION ROAD, PARK ROYAL" and has a bridge with a plaque stating "Guinness Overbridge" along with a number for the rail authority in case of emergency.

Ealing council have confirmed previously that the road is not under their ownership nor Brent council's. They also confirmed they were currently leading discussions with TfL to find a solution, could you please clarify if there has been an update to this to ensure ownership of the road is found. I'd also like to enquire about whether all roadway bridges over railways in London come under the ownership of TfL or Network Rail.

TfL Ref: FOI-4584-2324 Thank you for your request received by Transport for London (TfL) on 11th March 2024 asking for information about the ownership of a stretch of road and bridge between Western Avenue and Coronation Road.
Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy. I'd also like to enquire about whether all roadway bridges over railways in London come under the ownership of TfL or Network Rail.” To address your first question on ownership of the road, the GLA Roads Designation Order (2000) does not establish TfL as the highway authority for this road and, based on a review of our records, no changes to that designation order have been made that would have changed this. Regarding your second, more general question (“whether all roadway bridges over railways in London come under the ownership of TfL or Network Rail”), the simple answer is no. Bridges can also be under the ownership of other bodies such as London Boroughs, National Highways or private owners.
