I understand that after incidents on the track, the British Transport Police (BTP) makes recommendations to Transport for London to improve safety in stations. I am therefore requesting the following: 1. A copy of the dataset of all incidents of people falling on the track that have occurred in the last three years on the Piccadilly, Victoria, Waterloo & City lines of the London Underground, that contains the date, tube station, and the nature of the incident. 2. Whether the incident caused BTP to make a recommendation, details of the recommendation and what tube stations are referred to, whether and when BTP received a response to this recommendation, the nature of the response, whether and when this recommendation was implemented.

Thank you for your clarified request received by Transport for London (TfL) on 19 February 2018 asking for information about falls on the track.

Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy. I can confirm we hold some of the information you require. You asked:

  1. A copy of the dataset of all incidents of people falling onto the track, including whether they were killed, injured or sustained no harm, which contains the date, tube station, and the nature of the incident

Our first priority is the safety of all our customers, staff and others travelling or working on our network. We have a tried and tested safety management system, developed and refined over many years. A recent Office of Rail Regulation report indicated that the Tube is one of the safest metros in Europe.  As part of this approach, we run a safety campaign using posters throughout the TfL network which urge customers to take care for their own safety when using the network.

Over the last 3 years there were 131 incidents recorded of passengers falling on the track, this represents 1 incident per 30 million journeys on the underground. Of those incidents 51% resulted in no injury reported, 44% minor injuries and 5% recorded as a person ill, specified (major) or fatal (illness). In terms of the specified (major) injuries these are defined under RIDDOR 2013 – regulation 4 as:

  • fractures, other than to fingers, thumbs and toes;
  • amputations;
  • any injury likely to lead to permanent loss of sight or reduction in sight;
  • any crush injury to the head or torso causing damage to the brain or internal organs;
  • serious burns (including scalding) which: covers more than 10% of the body;
  • causes significant damage to the eyes, respiratory system or other vital organs;
  • any scalping requiring hospital treatment;
  • any loss of consciousness caused by head injury or asphyxia;
  • any other injury arising from working in an enclosed space which: leads to hypothermia or heat-induced illness;
  • requires resuscitation or admittance to hospital for more than 24 hours.

We do not hold any recommendations received from the BTP in relation to these incidents.
