Thank you for your request received by Transport for London (TfL) on 17 February 2018 asking for pdf copies of all the “Continuing your journey” maps for London Underground/Overground/TfL Rail stations.

Your request has been considered in accordance with the requirements of the Freedom of Information Act (FOI) and our information access policy. I can confirm that we hold the information you require.

In accordance with the FOI Act, we are not obliged to supply some of the information as it is subject to a statutory exemption to the right of access to information under section 43(2). In this instance the section 43(2) exemption has been applied as if we were to disclose the maps / posters then it is likely to prejudice our commercial interests and the commercial interests of our suppliers. You are requesting the ‘Continuing Your Journey’ maps and posters. In a digital pdf format these contain vector-based Legible London data which is derived from Ordnance Survey map data. We have a licence to use OS data in our own printed products but the licence prevents us from distributing vector-based electronic copies. If we were to disclose these then it is likely to prejudice our commercial interests as we would be bypassing the commercial pathways that Ordnance Survey has in place to sell this data and OS would be reluctant to allow us to use their data in future. It would also potentially prejudice Ordnance Survey’s commercial interests because individuals would be able to obtain something for free which they’d ordinarily have to pay OS for and thereby affect their revenue stream.

We are aware that we have previously disclosed similar information in response to an FOI request. However we consider that this was in error and the commercial interests of both TfL and Ordnance Survey were not accurately taken into account at that time.

The use of this exemption is subject to an assessment of the public interest in relation to the disclosure of the information concerned. We recognize the need for openness and transparency by public authorities, particularly where the expenditure of public money is concerned, but in this instance the public interest in ensuring that we are able to obtain the best value for public money outweighs the general public interest in increasing transparency of our processes.
