CAPITAL public transportation travel time matrix for Greater London

I am requesting the CAPITAL matrix (which generates detailed origin/ destination public transportation travel times) between the centroid of every LSOA in Greater London (AM peak times are sufficient) for the years 1998,1999,2000,2005,2006,2010,2011,2012,2013,2015 and 2016 under the Freedom Of Information Act and if possible that they would be sent to me. If this is impossible, I would like to request the same, just between every LU, LO, DLR, tram and rail stations within the Greater London area.

Thank you for your request received by Transport for London (TfL) on 19 February 2018 asking for the CAPITAL matrix (which generates detailed origin/ destination public transportation travel times) between the centroid of every LSOA in Greater London (AM peak times are sufficient) for the years 1998,1999, 2000, 2005, 2006, 2010, 2011, 2012, 2013, 2015 and 2016.
Your request has been considered in accordance with the requirements of the Freedom of Information (FOI) Act and our information access policy.
I understand that you have approached a colleague from our Technology and Data department requesting the same information. Unfortunately the historical data you are asking for is not held by us and so unfortunately on this occasion we will be unable to support your research proposal.
By way of background, CAPITAL refers to a tool we developed in Strategic Analysis providing detailed travel times for any combination of origins and destinations. Unfortunately changes in our software means that this tool is no longer supported.
We do not maintain a consistent time series of travel time data. The parameters and assumptions we use to generate travel times vary over time as well as the format of service network data we use. Travel time is only one aspect of the transport network we would look at, other important issues include network crowding, mode share, passenger origin/destinations and so on.
The majority of our work is based on the current network and future networks derived from this: assessing the impact of new schemes such as Crossrail or assessing the transport impacts of new growth areas.
From WebCAT we would be able to supply data for the current/base year (2015) and future years 2021 and 2031 for the AM Peak and using all modes. Origins and destinations are based on TfL’s model zone definition (about 3,200 zones in London which are constrained to the borough boundaries but not to the LSOA boundaries), We do not have consistent datasets for 1998,1999,2000,2005,2006,2010,2011,2012,2013,2015 and 2016.
