The answer provided by the Mayor to Mayoral Question 2017/4930 was as follows: "The Healthy Streets Approach puts people and their health at the centre of decision making and will be fundamental to the design of future schemes. This includes Cycle Superhighway 9 where the Approach has been applied. All ten Healthy Streets Indicators contribute to making streets more welcoming and accessible for all to walk and to cycle. TfL schemes aim to deliver improvements against all Healthy Streets Indicators and we will use the Healthy Streets Check for Designers to assess proposed schemes and demonstrate how they are delivering improvements compared with the existing conditions on street." Please provide the results and reports of the 'Healthy Streets Check for Designers' as mentioned in the Mayor's answer, which have been used to assess the proposed scheme and to demonstrate how they are delivering improvements compared with the existing condition. Please provide these results and reports separately for each location along the proposed CS9 route.

Thank you for your email received by us on 15 February 2018 asking for information about our Healthy Streets Approach.

Your request has been considered in accordance with the requirements of the Environmental Information Regulations and our information access policy. You asked for the following:

The answer provided by the Mayor to Mayoral Question 2017/4930 was as follows:

We are not obliged under the EIR to supply this information as it is subject to a statutory exception to the right of access to information under Regulation 12(4)(d), which provides that a public authority may refuse to disclose information to the extent that a request for it relates to material which is in the course of completion, to unfinished documents or to incomplete data. Therefore, I can advise that the “Healthy Streets Check for Designers” for CS9 is not available for publication at this stage.

This check was finalised after the CS9 public consultation closed and so this assessment has not yet been carried out on proposals. We are currently analysing the detailed feedback from the consultation and will review the proposals in light of the consultation responses in order to determine the best way forward. We will then use the Healthy Streets Check for Designers to inform this process.

This exception is subject to a public interest test, which requires us to assess whether the public interest in applying the exception outweighs the public interest in disclosure. In this instance, it is considered that the public interest favours the finalisation of the check, after all relevant factors can be taken into account, rather than the disclosure of information which does not accurately reflect any amendments that might still be made.
