Thank you for your request received by Transport for London (TfL) on 14 February 2018 asking for information about the X90 service between London and Oxford.
Your request has been considered in accordance with the requirements of the Freedom of Information (FOI) Act and our information access policy.
You asked for details of documentation and Certification submitted to obtain LSP No 854 particularly in relation to PSVAR 2000 and Accessibility Certificates for the Plaxton Inter-deck coaches operating as the X90 service between Oxford and London. Also any information relating to checks of compliance made by TFL to ensure compliance against PSVAR 2000 and the Mayor of London's Transport Strategy.
Unfortunately we do not hold the information you have requested as it is not required that LSP applications are made to TfL. Vehicles are certified as legally compliant by the Vehicle Certification Agency prior to entry into service and a blanket condition of issue of LSPs is that the vehicles must comply with relevant national legislation standards in terms of accessibility. These particular vehicles are specially designed with a dedicated wheelchair space at the front of the coach. The coaches are advertised as wheelchair accessible.
