Cost of Cycle lanes

You asked

Dear Transport for London, I am writing to make an open government request for all information to which I am entitled under the Freedom of Information Act 2000. I would like the following data on cycle networks in London, for the period between January 2020 to the current date. Please send me: 1. How much money has the TFL spent on installing cycle lanes in London since January 2020? 2. Could these costs be broken down into how much money has been spent on (January 2020-current date): 1. Design development 2. Consultation 3. Construction work on site Please could you provide the information in the form of a spreadsheet if possible. If it is not possible to provide the information requested due to the information exceeding the cost of compliance limits (Section 12), it would be great if you could provide advice and assistance, (Section 16 obligations of the Act), as to how I can refine my request. Thank you for your request received by Transport for London (TfL) on 7 March 2024 asking for information about cycle lanes.
 
Your request has been considered under the requirements of the Freedom of Information Act 2000 and our information access policy. I can confirm that we do hold some of the information you require.
 
Since April 2020 TfL has spent a total of £44.8m on installing cycle lanes. We spent £11.5m in financial year 2020/21, £13.7m in 2021/22 and £19.6m in 2022/23. This does not include spend in financial year 2023/24 as the total spend for this financial year has not yet been finalised.
 
Please note that for the purpose of this request we extracted spend on cycling schemes that we delivered as part of the Safe and Healthy Streets capital programme. We have not been able to extract spend under some programmes, such as the London Streetscape Programme, which include elements that are also non-cycle related. It should be noted our reporting is based on financial years rather than calendar years and as such we have included spend from April 2020 onwards.
 
It is not possible for us to provide a detailed breakdown of the costs based on design, consultation and construction, as the work required to compile this information would exceed the ‘appropriate limit’ of £450 set by the Freedom of Information (Appropriate Limit and Fees) Regulations 2004.
 
Under section 12 of the FOI Act, we are not obliged to comply with requests if we estimate that the cost of determining whether we hold the information, locating and retrieving it and extracting it from other information would exceed 18 hours which, at £25 per hour (the rate stipulated by the Regulations), exceeds the ‘appropriate limit’.
