1/ Please furnish me with the exact bus routes that are involved in the LEBZ's that run
Lewisham to Catford
- from Bromley Road via Rushey Green to Lewisham High Street
and
Camberwell to New Cross
- from Blackheath Road via Camberwell Green and Peckham High Street to Wood's Road
Those routes might or do run on through the area of my immediate concern.
2/ Please describe and illustrate exactly where the boundary of the ULEZ will fall, i.e., in specific relation to the New Kent Road to clarify and confirm your intentions at the time of writing.
3/ Assuming that the ULEZ will take the current New Kent Road as a boundary in the way that the congestion charge does with such appalling consequences for the existing communities (compounding notable inequalities and concentrations of BAM populations) and conscious that the (very welcome!) LEBZs are designed to connect with or perform beyond it, I want to point to the massive gap present here on the New Kent Road, especially in the context of the regressiveness of the Elephant and Castle Opportunity Area in social, political and health terms. The New Kent Road boasts some 28 routes, or another measure of it is to say that the E&C bend is claimed to, giving it the highest PTAL rating possible thus drawing in densification at the very location where the air is consistently almost double the ‘accepted’ EU-wide limit, year in year out. This is obviously not merely dumb but an act of contemptuous violence.
4/ When will the New Kent Road be condescended some attention or be included in the LEBZ scheme or benefit from 'greener buses' which would begin to address the chronic toxicity of it? In the context that MORE OAs are part of the new LP, the existing neglect and abuse of an OA like this one urgently requires attention, or it does if headline objectives (65,000 new homes a year) have the slightest hope of being met.
5/ Why is the neglect at the E&C OA extending to the Old Kent Road OA in these respects? This is, I recognise, both the most substantive question but also rhetorical in this context, not one I choose to engage typically. Further note re; failures of communication/consultation never mind ‘co-design’! TfL’s lack of human contactactability is a significant contribution to these systemic fialings by the way, despit ethe excellence of your website. You may be machines, we are not!

Your request has been considered in accordance with the requirements of the Environmental Information Regulations and our Information Access Policy. I can confirm we do hold the information you require. You asked:

The routes that operate between Lewisham and Catford are the 47, 75, 171, 185, 199, 208, 284. The routes that operate between Camberwell and New Cross: are the 36, 171, 436.
The 47 and 171 buses are the two routes which operate through the Low Emission Bus Zone (LEBZ).

4) Why is the neglect at the E&C OA extending to the Old Kent Road OA in these respects?
Although Old Kent Road is not included in the ULEZ or the LEBZ, the buses which travel along the road are currently, or will be meeting the emission standards by April 2019. Our Euro VI vehicles have the latest standard in diesel engines, reducing emissions of NOx by up to 95% compared to the previous generation of buses. Routes 1, 53, 168, 188, 368 and 415 operate with these buses.
The 172 and 453 buses are currently using Euro V vehicles. These will be replaced once the new contracts have been awarded later this year meaning new buses should be in operation.
There are no immediate plans to make New Kent Road part of either boundary as each of the route will be meeting the required standards which match the ULEZ. Further, all buses in London will have to meet Euro VI emission standards by 2020.
